C40 Cities is seeking an experienced freelance consultant to provide expert advisory support on climate budgeting to cities across Latin America, North America, Europe, and Africa.

The role involves virtual and in-person peer-learning engagements, supporting city leaders and practitioners to implement climate budgeting systems that align with global climate goals.
The consultant will participate in city engagements from September 2026 to mid-2027, sharing insights, facilitating discussions, and helping cities prioritize climate actions through effective financial planning.
As part of its leadership standards, C40 aims for all member cities to implement climate budgeting by 2030.
The Climate Budgeting Programme promotes city engagement through high-level and technical support, including peer learning, capacity building, and securing political buy-in.
The appointed expert will support this initiative by providing technical advice, sharing real-world case studies, and facilitating city-level discussions to enhance climate budgeting adoption and effectiveness.
• Deliver up to 3 virtual knowledge-sharing sessions (webinars/discussion meetings) with cities in 2026.
• Participate in up to 5 meetings with city officials to share best practices and provide tailored advice.
• Support African cities with up to 1 working day per city, including webinars, Q&A calls, and document reviews.
• Summarize outcomes and lessons learned in a brief report for C40.
• Attend and contribute as a speaker, moderator, or expert at:
• Climate Budgeting and Green Finance Workshop in Paris (November 2026).
• Climate Budgeting Academy in Brazil (Q1 2027).
• Summarize learnings from these events in an external-facing report.
Applicants should submit a comprehensive proposal (max 5 pages, PDF) by 21 June 2026, including:
• Clear understanding of climate budgeting in a city context and proposed approach
• Relevant past experience with references from the last 3 years
• CVs of proposed experts
• Cost breakdown and proposed timeline
• Demonstrated ability to engage senior decision-makers including CFOs and city leaders
Proposals will be assessed based on:
• Technical expertise and experience in climate budgeting and city finance (65%)
• Cost reasonableness and delivery plan (25%)
• Global understanding, equity, and ethical alignment (10%)
• Total maximum fee: USD 26,000
• Work to commence September 2026 and conclude by June 2027
• Expenses for travel and in-person events will be reimbursed as per C40 policy
• Subcontracting is permitted with prior disclosure
